The RKBA in the Montana Constitution was originally adopted as a part of the Montana Territorial Constitution in 1884.  It remains unchanged since then.  It includes the final phrase that “but nothing herein contained shall be held to permit the carrying of concealed weapons.”  In 1884, it was culturally unacceptable to carry concealed, but our culture has changed.  This bill is to put a constitutional referendum on the ballot for the people of Montana to amend our constitution by removing this antiquated language from 1884.
